Ufuk University Directive On International Student Admission To Associate And Undergraduate Programs
Purpose and scope
ARTICLE 1-(1) The purpose of this Directive is to regulate the principles and procedures regarding the admission of students from abroad to Ufuk University associate and undergraduate programs.
Basis
ARTICLE 2-(1) This directive has been prepared based on Article 45/f of the Higher Education Law No. 2547 and the Principles of the Council of Higher Education on the Admission of Students from Abroad.
Determination of quotas
ARTICLE 3-(1) Quotas are determined with the approval of the Higher Education Council upon the proposal of the University Senate and the proposal of the Board of Trustees.
(2) In the event that there is no application for the quota of the program that will accept students from abroad or the quota is not filled, the quotas that are not filled and/or there is no application;
a) are not transferred to Law, Teaching and Medicine programs.
b) are transferred by the University Executive Board within the relevant faculty and school programs where the program is located (except for Law, Teaching, and Medicine programs).
Application requirements
ARTICLE 4-(1) Candidates to apply;
a) Provided that they are in their last year of high school or have graduated;
1) Foreign nationals, (provided that those studying in secondary education (high school) institutions in Turkey have enrolled before the 2022-2023 academic year [except for embassy schools, international private education institutions included in the MOBİS system and foreign nationals brought to our country within the framework of the project carried out by the Ministry of National Education])
2) Those who were Turkish citizens by birth but lost Turkish citizenship by obtaining a permission to renounce Turkish citizenship from the Ministry of Interior, and those who document that they have a blue card issued to those who have lost Turkish citizenship upon request (provided that those who are studying in secondary education (high school) institutions in Turkey have enrolled before the 2022-2023 academic year) (Article 7 of the Turkish Citizenship Law No. 5901 states that “(1) A child born in a marriage union to a Turkish citizen mother or father inside or outside Turkey is a Turkish citizen.”. Article 7 of the Turkish Citizenship Law No. 5901 stipulates that “(1) A child born within or outside Turkey to a Turkish citizen mother or father within the union of marriage is a Turkish citizen.” and it is beneficial for candidates who will apply for admission quotas from abroad to examine the Turkish Citizenship Law).
3) Foreign nationals who acquired Turkish citizenship through acquired citizenship while they were foreign nationals / dual nationals in this situation (those studying in secondary education (high school) institutions in Turkey 2022-2023 provided that they have enrolled before the academic year)
4) (Amended phrase - YÖK letter dated 14/05/2024 and numbered 8038) Turkish nationals who have completed their entire secondary education (high school) in a foreign country other than TRNC (including those who have completed their entire secondary education (high school) in Turkish schools opened by the Ministry of National Education in a foreign country other than TRNC)
5) TRNC nationals who reside in the TRNC and have GCEAL exam results who have completed their secondary education (high school) in the TRNC, and those who have or will have GCEAL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010 are accepted to apply.
b) Candidates;
1) Turkish citizens who completed their entire secondary education (high school) in Turkey or TRNC,
2) TRNC nationals (except for those who have completed their entire secondary education (high school) in TRNC high schools and have GCEAL results and those who have or will have GCEAL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010),
3) Dual nationals whose first nationality by birth is Turkish Republic as defined in subparagraph 2 of article a (except for those who meet the conditions in subparagraph 4 of article a),
4) Dual nationals, one of whose nationality is TRNC (those who have completed their entire secondary education (high school) in TRNC high schools and have GCEAL results, and those who have or will have GCEAL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010 except),
5) Turkish nationals or dual nationals whose first nationality by birth is Turkish as defined in subparagraph 2 of Article a, who are studying in schools under the embassies in Turkey and foreign high schools in Turkey,
6) The applications of TRNC citizens and those who renounced Turkish citizenship/Blue Card holders and foreign nationals (except for embassy schools, international private education institutions included in the MOBİS system and foreign nationals brought to our country within the framework of the project carried out by the Ministry of National Education) who will enroll in secondary education institutions in Turkey as of the 2022-2023 academic year, are not accepted.
Exam Types to be used in the evaluation of applications
ARTICLE 5- (1) In the evaluation of applications, below-listed Exam For Foreign Students For Higher Education in Türkiye (TR-YÖS), Higher Education Institutions Exam (YKS), countries' own national exams, international exams, secondary education (high school) grade averages, etc. are taken into consideration.

(2) Among the exams recommended to be used by universities in the evaluation of student applications during the admission of students from abroad and approved by the Council of Higher Education; exams with the status of high school graduation exams (Abitur, International Baccalaureate, GCE, Tawjihi, etc.) do not have validity periods, and the validity periods of exams with the status of university entrance exams (SAT, etc.) are limited to two years.
Evaluation of applications
ARTICLE 6- (1) The acceptance letter is issued by the Registrar's Office.
(2) Regarding the candidates who applied in the interim period, candidates who fulfil the application requirement will be given a letter of acceptance for the next academic year, not exceeding 1/3 of the quota for admission of students from abroad in the previous year. ‘pre-acceptance letter’ or an equivalent document can be issued for the students.
(3) With the decision of the commission appointed by the Rector, students who are granted a letter of acceptance registration is finalized.
(4) Candidates are evaluated according to the scores specified in Article 5.
(5) The evaluation of the applications and the placement of the candidates are under the authority of the University, which is free to fill the quotas or not. Meeting the application requirements does not require acceptance for placement.
(6) For the candidates defined in paragraphs 2 and 4 of Article 4/a of this Directive, 10% of the quota in the aforementioned fields cannot be exceeded, except for Teaching, Law and Medicine programs. Admission and placement to these programs are made with the decision of the relevant faculty board of directors.
Application and registration documents
ARTICLE 7- (1) Documents required for application and registration;
a) Application form
b) A certified copy of the identity card and passport. ((For dual nationals, one of whose nationality is T.R., a copy of the family population register with a validity report.)
c) A Turkish copy of the high school diploma certified by the Turkish Embassy or Consulate or notary public.
ç) For Turkish nationals or dual nationals whose first nationality is Turkish, an e-signed or notarized copy of the document indicating that they have completed their entire high school education abroad (entry and exit dates from passport or police records) and the equivalency certificate (issued by the Turkish Education Consultancy or the Turkish National Education Directorate).
d) A notarised or notarised copy of the Turkish translation of the university entrance exam status or high school graduation grade point average etc. documents used in student admission.
e) 6 biometric photographs taken within the last six months.
f) A statement of assurance that he/she has the financial means to continue his/her higher education in our country.
g) Tuition fee payment receipt.
ğ) Social Security Institution (SSI) general health insurance (GHI) registration certificate.
h) Documents specified in the Cooperation Protocol and Guidelines on Residence Permit Applications of International Students between the Ministry of Interior, Directorate of Migration Management and the Council of Higher Education.
General health insurance
ARTICLE 8- (1) Foreign students are required to apply and register for general health insurance with the Social Security Institution (SSI) in accordance with Article 60 of Law No. 5510, and general health insurance (GHI) premiums are paid by the student.
(2) Students with Turkish nationality or Turkish nationality and dual citizenship who are dependent on family members (mother, father, wife) who have social security (mother, father, wife), the update procedures of those who are within the scope of (GHI) are carried out by SSI, and those who do not have any social security and who are not dependent on family members and those who are over 25 years old should apply to SSI Centers for (GHI).
Education and training
ARTICLE 9- (1) Registration dates for associate and bachelor's degree programs are between 1 July - 30 November of the relevant year.
(2) The registrations of international students who do not make course selections and do not pay fees for two consecutive years and who have the conviction that they will not continue their education are deleted by the relevant faculty / school administrative boards.
(3) In accordance with the third paragraph of Article 44/c of Law No. 2547, those who have completed the maximum period of study and have the right to take exams indefinitely due to failing a course should not benefit from student rights, and their Higher Education Information System (YÖKSİS) records are made as ‘passive’.
(4) In case of not registering for a semester course because they do not have the right to be a student, their YÖKSİS records are recorded as ‘active’.
(5) Turkish proficiency certificate is not required for programs whose medium of instruction is entirely in English.
(6) For programs whose medium of instruction is Turkish and partially English, Turkish proficiency certificate is required from the centers providing Turkish education (TÖMER etc.) accepted by the Council of Higher Education or the Turkish Language Department of our University. Those who cannot meet the Turkish proficiency requirements are enrolled in the Turkish preparatory program. The YÖKSİS records of those who will receive Turkish preparatory education are recorded as ‘Preparatory Class’.
(7) For those who cannot meet the English proficiency requirements in programs whose medium of instruction is partially or fully in English, they are admitted to the compulsory English preparatory program. The provisions of the Regulation on the Principles Regarding Foreign Language Teaching and Teaching in Foreign Languages in Higher Education Institutions and Ufuk University Department of Foreign Languages English Preparatory Program Education and Examination Regulations are applied.
(8) In matters related to education and training, the provisions of the Higher Education Law No. 2547 and other relevant legislation, as well as the decisions of the Higher Education Council and University Decisions are applied.
Determination of tuition fees
ARTICLE 10-(1) Tuition fees for the academic year are determined by the Board of Trustees. Regulatory Authority
ARTICLE 11-(1) According to the changes to be made by the Presidency of the Council of Higher Education in the Principles Regarding the Admission of Students from Abroad, this directive is amended ex officio.
Repealed directive
ARTICLE 12- The Directive on Admission of Students from Abroad to Ufuk University Associate and Undergraduate Programs, which was regulated by the Decision of the Senate of our University dated 08/07/2019 and numbered 2019-05, has been repealed.
Enforcement
ARTICLE 13- This directive enters into force upon the decision of the Ufuk University Senate and the Board of Trustees and the approval of the Higher Education Council.
Execution
ARTICLE 14- The provisions of this Directive shall be executed by the Rector.
